Apple had already helped the FBI gain access to the email server that the terrorists were using their iPhone with but the county of San Bernardino had already changed the password and locked them out and they've refused to give the FBI access due to their claim that as a government agency they can't be forced to do so. Only then did the FBI demand that Apple break into the actual physical iPhone to get access to the same emails that they should have gotten off the county's server.

...if Apple had been the target of a terrorist attack and the fbi wanted access to an apple Iphone that could have other conspirators or other possible planned attacks on Apple, would they cooperate?
