Or due to the slow/interrupted/dodgy counting in Broward County.

But it is partly hindsight which makes Dubya such a lousy candidate to succeed Clinton. He had a strong-looking and experienced team. He seemed to have a sort of cowboy charm. For myself, I didn't think he would be a disaster.

Surely not many in 2000 foresaw his response to 9/11 (attack the wrong country) or Katrina (whoops, no levees) or the housing bubble (avoid all housing and financial regulation and let the markets decide).
