The reason what you've stated is incorrect is that close to half the world hates the West. We are incapable of inflicting more pain than they can take. Every time we spend millions killing one or two, others step up to the plate.
If I was wrong about this, we'd have ended the terrorism problem by now.
Now, if you want the United States to go down the way Russia did - that is, being bankrupted by an unwinnable war - then we should just keep spending $400 million per terror victim and see how long it is until we can't fight anymore. (This is our enemy's strategy, by the way.) The approach will not work.
