That was the issue; while it was true that George Romney's parents had publicly renounced their American citizenship, it turns out that a person can NOT actually renounce their own citizenship. Rather, it can only be revoked by action of the State Department, and even then it's very rare that it ever happens with a person who was originally a natural-born citizen, which both of Romney's parents were.
