But as I have said many times, I think there are structural issues and I am not sure you can fix a framework without fixing the founding document. The Senate's failures are the result of flaws in the constitutional design.
For instance, one of the big issues of governance is how do you deal with incumbent power in a way that enables new enterprises to germinate. One thing you must not do is devise a system in which politicians spend their time trying to solicit favours of wealthy donors. They are vested in the status quo. So the current system of money in politics needs cleaning up. A definition of money in the constitution that says it ain't a form of speech would be a good start.
I hope he goes on thinking. But he won't get anywhere unless he is prepared to slay the sacred cows of US politics.
