Trust me, that provision was NOT placed in the budget bill for the benefit of Democrats but rather as 'raw meat' for the base so that the Republicans can go back to their districts and claim that they've finally killed ACORN, without of course disclosing that it's been dead for five years. They need to make it look like they've actually done something, even if the only effort was getting some clerk/intern to write a one paragraph insert for the bill.
