I am sure you would need a court order once you are through customs but I am not sure if you would while going through, especially as a non-resident.

The UK is considering exiting the EU due to the immigration issue. I kinda feel the scariness and brutality of these people isn't getting across in the US. Like the Atlantic is too big of a barrier. And US customs too intimidating.

For me, those things are gossamer.
