Just launch Reform Islam (like Reform Judaism) and be done with it.
Okay. I concede the jokey name Weslam in favour of Reform Islam. But the same idea applies. RI is a relaxed version of the same thing, which is explicitly designed to conform peacefully with the society in which it finds itself, letting the political aspects go while retaining the religious and cultural parts of Islam which aren't in opposition.
Isolate the fundamentalists in their own orthodox space away from the moderates. So they don't have a wide open ocean in which to swim.
