Yes, I heard about that. They proposed changing the congressional boundaries such that 18 prison/jail facilities would be in this single district and while inmates are included in the census figures used to determine the size of a congressional district, they are, by Florida law, not allowed to vote. This means that a large percentage of the people reported to be 'living' in that district would not even be eligible to vote.
