I'm sorry but Vatican City is an independent country with embassies around the world and the Pope is its dully elected head-of-state. The United States, as well most other countries, have Ambassadors to the Vatican and the Vatican has Ambassadors of their own to those same countries. It might be hard to think of the Vatican as a country being that it comprises only about 110 acres and has a population of less than 900 residents but it is. And while it is true that the Vatican does not have a seat at the UN, they do have permanent observer status there.
