In a Thoreau based world, I am sure Congress would be limited to meeting perhaps two or three days a year.
Government being best when doing least, and all that good stuff. In that world there would be no time for the Pope.
Hopefully the Pope has time on his hands to visit the Justice Department to see if we might be able to excommunicate some of the idiots in the Congress.
