The courts have already ruled that short of amending the Constitution itself, there is NOTHING that Congress, nor a President, can do to prevent the automatic granting of citizenship to anyone born in the United States, irregardless of the immigration status of their parents:

As alluded to by the court, if this were not the case, it could result in an underclass of persons who would potentially be seen as 'stateless' and therefore afforded no rights whatsoever, something that should be considered intolerable in a modern society.
