...ya can't possibly plan for every possible contingency unless you have unlimited resources and budget.

Report: Cops Fired 600 Rounds in Robbery

A report released Monday on a California armed robbery that left a hostage dead found that the use of police gunfire was “excessive” and “unnecessary.” Washington, D.C.-based research group the Police Foundation looked at how Stockton, Calif., police responded to an armed robbery last July, when three suspects took three women hostage and fired at officers from a moving car.

The independent review found that 32 officers fired more than 600 rounds during the hour-long chase, 
which took place across three counties.
One of the hostages was killed after she was hit by 10 police bullets, 
according to police. The two other hostages jumped or were thrown from the car and survived. The report added police should implement a plan for complex incidents with multiple crime scenes.
