The bridge which was washed out had been inspected a few months ago and it was found to be sound. The problem was that the rain fall was greater than had ever occurred at this location and therefore the original design was not adequate for this once in a century event. Note that there was an identical bridge in the other lane and it survived so this was NOT a case of a bridge that was in need of repair that it never got, but rather it was simply a situation which was never anticipated.
