In general, it is a true statement, and in most civilized countries recordings need judges to approve them.

"You can't even RECORD a phone call UNLESS you NOTIFY the OTHER PERSON and HE/SHE AGREES TO IT!"

That is not true in all states. Some states require that only ONE person in a phone conversation needs to be aware that the exchange is being recorded.
