i'd say one can safely assume it is corrupt all the way down. the whole thing is a bribery/self-enrichment machine.

maybe uefa is different. but in spite of having all of the leagues that make money, it doesn't have the votes to dominate fifa.

if they can't change the chief, it is time to look towards the exit. if europe doesn't participate, fifa isn't a global organisation any more. so it's ability to sell a world cup is reduced to zero.
