can liverpool and spurs attract the top quality signings they need to get into the top four?

it'll be tough. they will have to look at aspirational players. the sorts coming through but not quite there.

the risk is they end up with players who are not quite good enough and they end up in exactly the same place as they are.

either that or they will have to pay huge salaries and fees to buy the best players. maybe they can afford to with the gigantic increase in revenue coming their way.
