no mertesacker as liverpool is a counterattacking team and he hasn't got the pace.
no ramsey because (i) his habit of playing as an extra forward makes arsenal vulnerable on the counter (which is where liverpool is most dangerous) and (ii) he was successfully targeted for turnovers in the last match against liverpool whereas cazorla is extremely hard to dispossess. if liverpool's high press fails, they are vulnerable.
no theo because against liverpool you want disruptive wingers in defence situations like welbeck and sanchez and theo is more of an attacking winger.
