…Naval officers, as opposed to the other branches of the service, tend to behave as if they're on board a ship, out of touch with their superiors. They think they have the right to do whatever they want without having to worry all that much about the Chain-of-Command. It goes back to the days when ships didn't have the means to rapidly communicate with headquarters and so ship's captains were given a much wider latitude in what they could do on their own and get away with. With the advent of modern communications that 'tradition' has remained to a certain extent with Captains and Admirals (most of whom were ships Captains at one time or another) still being given a lot a leeway in what they do or think that they can do, something that is NOT found in the other service branches.
