As well as the US Ambassador to France. Note that attending memorials and funerals and other events, is one of the duties of an Ambassador, as an official representative of the American people AND since the State Department and thus the diplomatic corps, is part of the Executive branch, he's also there as the official and formal representative of the President of the United States.
