If you accept Medicare then you abide by their rules. Medicare sets the rate of pay. Most hospitals will accept Medicare but some have elected not to do so.

Medicare sets the rate of payment and pays 100% under Medicare part A

...medicare pays 100% of the rate they pay which is less than most doctors or hospitals will accept. You or your supplemental are responsible for the balance. If you do not have a supplemental, most doctors and hospitals won't talk to you.
