basically, the terrorists achieved their aim. cheney and bush were terrorised. they behaved in a panic as if aq could produce such an attack on a monthly basis.

whereas the growth of aq was really a symptom of inaction and frankly laziness by the world for a decade. and it was a susceptible to infiltration and degradation as other terrorist groups.

in the end, you either believe in the strength of democracy and the values of democracy. or you pay lip service to them. bush and cheney paid lip service but acted liked tyrants.

obama thinks the weakness of his reaction will be confused with compassion. he makes us democracy seem weaker than it ought to be. if you believe in the rule of law, go to bat for it.
