Maybe they should follow the government plan for the Navajos. Take the black kids out of their homes and put them into government housing under government control. Then they could teach the kids about responsibility and make them attend classes until they are 18. The kids could go home for Christmas and in the summer. The rest of the year they would be under full time government control.
