Unfortunately the entire web can be killed in an instant. All the government has to do is claim a foreign attack and they can kill all American traffic.

What makes it all so stupid is that up until about ten years ago the government had its own private web that could only be accessed by a computer that was physically attached to their circuit. They moved to the Internet to make it easier for them. That move opened them up to hackers around the globe.

Can't happen.

The "web" is a universal consciousness that can not be censored as to content or access.

It is a basic human right.
