Lake-effect snow is produced during cooler atmospheric conditions when cold winds move across long expanses of warmer lake water, providing energy and picking up water vapor, which freezes and is deposited on the leeward shores.

The lake water doesn't have to be abnormally warm.

...yep, but the water temperatures are not abnormally high for this time of year. It's just that we have colder weather. That's why your getting the precip in the form of snow rather than rain.
