A law must have a couple of things to qualify as a "law" otherwise it's just wasted paper and ink. It must spell out exactly what activity is illegal and it must spell out the penalty or range of penalties for it's violation. In short, it must have "Teeth". That is one of the reasons that politicians do not take the constitution seriously. There's no teeth. If the Penalty for violating any of the rights in the "bill of rights" or conspiring to violate those rights or introducing legislation to abridge those rights was punishable by a 20 year prison sentence, a half million dollar fine and forefeiture of all pay and benefits even politicians would have to think twice before they did it.
