A budget surplus is not a bubble. That's what Bush had in hs hands whoenhe came into office, and when he failed to heed warnings about an imminent attack in Aug 2001. An attack perpetrated by the guy he let go later on, and actually said he wasn't thinking about either.

In the end, he turned that surplus into the biggest economc disaster since the Depression.

He turned America into a shithole.
