They took the easy way out since after their DOMA ruling they would have had no choice but to rule that banning gay marriage was unconstitutional, which would have effected ALL 50 states, and I suspect that the conservative justices were unwilling to allow that to take place. This way, they've dumped it back on the states and the lower courts.
