Followed your directions, found restore, clicking on it - absolutely nothing happens.
I'm thinking in the past, doing that caused another window to pop up and I could select the point I wanted to restore back to. Now, nothing at all happens :-(
right click on MY COMPUTER, select PROPERTIES, and then click on the SYSTEM RESTORE tab on the left side at top.
That should do it.
SOunds like the explorer.exe file was not fully engaged and that apparently going to safe mode, restarting might have helped that file. That controls tose desktop icons and everything else you see there at startup.
