Obama to Compare Plan for ISIS to U.S Fights in Somalia and Yemen

Mr. Obama will say that the United States would be leading a broad coalition against the Islamic State in Iraq and Syria to “degrade, and ultimately destroy” the terrorist group, according to the excerpts.
The excerpts stress that the campaign against ISIS will be different from the wars in Iraq and Afghanistan. “It will not involve American combat troops fighting on foreign soil,” Mr. Obama will say, according to the excerpts. “This counterterrorism campaign will be waged through a steady, relentless effort.”
