JOINT MOTION FOR EXTENSION OF TIME TO HOLD
SECOND SETTLEMENT CONFERENCE AND SUBMISSION OF
SECOND SETTLEMENT CONFERENCE REPORT
Pursuant to 19 C.F.R. § 210.15 and Ground Rules 1.11 and 3.1, Complainants InterDigital
Communications and InterDigital Technology Corporation (“InterDigital”) and Respondent Nokia
Corporation jointly move to amend the Procedural Schedule set forth in Order No. 48 in this
Investigation to extend the deadline to hold the Second Settlement Conference from September 5,
2014 to September 20, 2014 and the deadline for submission of the Second Settlement Conference
Joint Report from September 10, 2014 to September 25, 2014. To the extent necessary, the parties
further seek relief from Ground Rule 1.11 regarding Requests for Extensions for good cause. Filing
a request for extension the day before the current September 5, 2014 was not possible as the parties
were working to schedule a conference to comply with that deadline.
Though the foregoing parties have attempted to schedule a conference, they have been unable
to schedule a mutually convenient time and location. In connection with the first settlement
conference, the parties had similar difficulties and jointly moved “[d]ue to the parties’ diverse
locations, [to] conduct the First Settlement Conference telephonically.” The ALJ “allow[ed] the
parties to hold the first settlement conference telephonically provided that the remaining settlement

conferences are held in person.” Nokia and InterDigital worked to schedule the required conference,
but have reached a disagreement on a point on which the guidance of the ALJ would be helpful.
Specifically, while the foregoing parties agree to hold the required in person settlement conference
before or on September 20, 2014, InterDigital submits that this settlement conference should occur
in the United States where it and the Commission are located, and not in Finland as requested by
Nokia Corporation. Nokia Corporation submits that the settlement meeting should take place in
Finland where the relevant Nokia Corporation personnel are located.. The Commission Investigative
Staff takes no position on the Motion. This change will not require any other modification to the
Procedural Schedule.
