Romans 2: 26 - 27

Therefore if the uncircumcision keep the righteousness of the law, shall not his uncircumcision be counted for circumcision?
27 And shall not uncircumcision which is by nature, if it fulfil the law, judge thee, who by the letter and circumcision dost transgress the law?  

The Apostle Paul is speaking about Gentiles (uncircumcision and Jews, the circumcision}

A little farther in Romans we find that the Law was written only for the pupose to show us that NOBODY is capable of keeping it and that only by faith in Christ can we obtain salvation.
