Hi Clo:

There have always been inter-rebel rivalries in Iraq and Syria. Power and military success are the ultimate determinants of who gains public support. In contrast to Iraq, ISIS has learned some lessons in Syria, and has launched a pretty effective "win the hearts and minds of the people" campaign, providing extensive social services in the areas they control. And remember, Sharia Law and a Caliphat are not obnoxious in Muslim lands as they are in the West.
