...ocu is one of those folks who are outraged anytime the cops do their job, but the first time something goes wrong in his life he will be on the phone demanding that they do something immediately if not sooner. He will want someone arrested and it won't make any difference whether they did it or not.

Blacks were disproportionately represented as both homicide
victims and off enders. The victimization rate for blacks
(27.8 per 100,000) was 6 times higher than the rate for whites
(4.5 per 100,000).
The off ending rate for blacks (34.4 per 100,000) was almost
8 times higher than the rate for whites (4.5 per 100,000) (table 1).
