Perhaps, but it was exactly what the Republicans were demanding that he do, delay the mandate for small businesses. That's where the hypocrisy is at it's worse. They demanded to he do something that they were unwilling to act on themselves and then they accuse him of "exceeding his authority" when he does just that.
