Congress can't amend the Constitution.

All twenty seven amendments were ratified after the Senate and the house approve by a 2/3 majority, and then it needs approval from 3/4ths of the States.

Congress plays a role. It does not amend.

And yes the other way would be by a Constitutional Convention. It hasn't ever happened, and odds are it never will.

The Constitution itself makes amendment very difficult.
