i think it means what it says. there's a closed, clandestine group planning events.
as opposed to a view that accidents happen and things are under no one's control.
clearly we do try to control uncertainties. traffic control does exactly the job that conspiracy theorists dream nefarious groups do. they seek to control events invisibly. the difference is, they operate in the sunlight. and then of course their purpose is benevolent.
but for all their efforts, they still cannot control their space in a way that rules out accidents. a flock of seagulls crosses the path of a jet. someone on the ground mistakes an airliner for a military jet and fires a rocket into the sky...
