Respondents and Staff assert that the commission' opinion in the 800 investigation should be followed rather than the 613 investigation (remand). The Alj agrees.
wtf? seriously, wtf? He goes on to argue that the remand is not as "limited" and didn't involve as much analysis as the 800 decision.

so If i understand this correctly, he says that the he must follow the commission decision/precedent from the 613/800 cases, but ignores the more recent remand instructions from the 613. I keep reading it but it still remains nonsensical to me.
