I suspect that the real reason for this effort is that the bankruptcy deal that they are now fighting would, in addition to protecting the city's pension fund, save the city from having to liquidate the Detroit Institute of Art's extensive collection. The Koch brothers are big art collectors and I suspect that they had seen Detroit's problems as a way for them to all but steal the really good stuff if they could just get the state so desperate that they would be willing to sell the art works for pennies on the dollar. Now that opportunity is being snatched from them by a bunch of Republicans no less. That has got to hurt them to no end and from what I've read recently about the Koch brothers, they will do anything to get their way, even if it means punishing that same people whom they have helped get elected in the first place. They are only loyal to themselves and their pursuit of wealth and power.
