I imagine that the obonzo administration would measure it in the number of rocks it takes em to stonewall the investigation. ...true, we cannot have a company of marines at each site and even if ya do it won't prevent terrorist attacks from time to time. Obama and Hillary have a knee jerk reaction to tell a lie when the truth would save em. Thus the "spontaneous protest" story.
