America's Acid Rain Effort Ought To Match Canada's

When the mild-mannered Canadian environment minister labels the majority leader of the United States Senate a "neanderthal," you get an idea how seriously the Canadians take the acid-rain problem.

For years, the Canadians have been saying that acid rain is a serious problem, and urging the United States to do something about it. All the while, their forests, lakes and streams were being damaged by acid rain - damage that also is occurring in the United States.
For a long time, such requests were easy to ignore because the Canadians were reluctant to impose their own controls. Two years ago, however, Canada started a major pollution program to cut in half by 1994 the emissions that cause acid rain - the reduction environmentalists seek for the United States. With their program under way, the Canadians are in a much stronger bargaining position.
