Clo:

America has a tradition of building/providing affordable housing for workers. Workers, employers and the locality benefit.

The government building housing for a population because they are poor is a different matter, especially when that population will expand.

NYC has jobs and needs to offer affordable housing to keep the city working.

Especially with the higher costs of transportation/gas/tolls/parking.

If they can live in the city, this will help offset the lack of raise in their salaries.
Unless you're in investment banking or a teacher ;))
