...rumsfels was opposed to the howitzer. Sumbitch was too big and too heavy to use on anything other than concrete highways which it promptly destroyed. Took two c-5's to get one and it's ammunition off the ground and last but not least, no airports big enough to allow take offs and landings anywhere near local wars. there were no roads from the airports to wherever the wars happened to be at the moment that would support em. A clusterfuzzle of a gun, but we do know that guns occaisionally work. Green energy doesn't work

The Pentagon, which I'll admit does NOT always mean the 'military'.

Actually, I suspect the real 'they' were the Congressmen who voted for the programs because parts of it were being manufactured by companies in their states or at least they were getting campaign contributions from those companies even if their factories were NOT in their states.
