Part of the problem of course is that the parts in question were almost surely from a supplier, and it might not have even been am American vendor. Back when the car companies were vertically integrated, and Ford was the best example of that, all the parts came from places with the car company's name on the side of the building, not like today where they might have come from 3 or 4 different vendors shipped in from 3 or 4 different countries. That doesn't excuse GM or the people who knew that there was a problem, but nailing the people who actually produced the defective parts might not be that easy. Some of those small vendors don't last very long and if this was not the only bad products that they've produced it's possible that they don't even exist anymore. After all, the last Chevy Cobalt (and Pontiac G5) was produced in 2010 and it appears that this problem was limited to only those two models, so the supplier of the ignition switch could be history by now (or soon will be).
