I don't see much of a problem if they keep meeting minutes.
Those would seem to provide the required record.

By the way, transcriptions of multiparty conversations are very tricky. People talk over one another and this sounds unintelligible on tape.
We know very well why the reserve banks issued paper. It wasn't economically controversial except amongst folks who were unaware of the discussion about Japan in the 1990s.
We also remember what you thought its immediate consequence would be!! You lost that argument but I don't get the impression you quite understand why as yet. ;-)
