Start,
by asking "Which level of government does this belong
at, and is this Constitutional?"

Welfare and any other social type program 'for the
poor' should be done at the State level. There
should be no federal food stamps or federally funded
welfare etc. etc. etc.

Light rail in Norfolk Virginia . . . I believe it
collects maybe 15% of operating costs from fares. . .
Why are we spending tens of billions of dollars to
build light rail projects which will then require
hundreds of millions more just to keep operating?

Politicians requiring the military to buy aircraft
the military says we don't need . . .

It is not a 'revenue problem' . . . It is a spending
problem.

Get that under control and the need for an income
tax can (and should) be addressed.

Interesting concept...
except, even with collecting income taxes the government
has difficulty.
