Sure.
Back in the 1950's it really was a social welfare
safety net. With the State and local governments
doing the bulk of it.

Today we have welfare paid from the federal level.
No incentive to push the welfare back into the
workforce.

Back in the 1950's the government, more often than
not, was running a surplus. What welfare we had
then was affordable.

Today . . . The deficits are beyond sustainable.

But the poor could get direct food aid from the Department of Agriculture, and many of the states provided direct aid in the form of food, housing and even medical help. It's not like people were dying in the street from malnutrition and don't suggest that there no poor people in America as there was and there always has been.
