West Virginia has always prided itself in having the least amount of state regulations since they're run by the big coal companies. After all, the chemical that was spilled, it's only real industrial use is in processing coal before it can be transported to where it will be needed. That particular chemical facility hadn't been inspected by anyone in nearly 25 years and this is what Boehner was alluding to when he suggested that there was the right amount of regulation, that is NONE.
