One really needs to take note of the economic climate.
Reagan had been President for eight years followed by
Bush Sr. for four. Remember - Reagan took U.S. out of
the Carter Stagflation.

Reagans Star Wars sparked an electronic revolution.

Or, if you prefer, American businesses were
computerizing to beat the band - saving tons of money.

We also had the tech stock bubble.

In short, Clinton was riding a vibrant healthy economy.
Clinton could raise taxes, some, and siphon some of
the largesse the economy was creating without hampering
the growth in the economy.

Today's economy is a whole lot different.
