This sounds like the sort of thing a Conservative would demand be in something like this, to make sure that no 'freeloaders' or 'illegals' get coverage. Of course, in the end, after giving-in to virtually every single Republican demand, none of them voted for the ACA so what we really got was NOT what most liberals wanted but something that supposedly the GOP would vote for. If Obama had been smart, when he saw that no matter what he and the Democrats compromised on that the Republicans were NOT going to vote for it anyway, that he should have just said "OK, if you're not going to vote for this, lets go back and start over and get what we REALLY wanted, something like 'Medicare for everyone'." Remember, a large percentage of the people who consistently state, when polled, that they don't like Obamacare, are not people who oppose the idea of a national health care system but who feel that what we got DIDN'T GO FAR ENOUGH!
